To clarify issues on appointment such as, whether agencies can proceed with their recruitment and/or promotions pending the approval by the Civil Service Commission Regional Office V (CSC RO V) of their revised Agency Merit Selection Plan, CSC RO V reiterates Section 143 under the Transitory Provisions of the 2017 Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA) which provides thus:
“Sec. 143. Agencies shall submit to the CSCRO concerned for approval the revised Agency Merit Selection Plan in accordance with the 2017 Omnibus Rules on Appointments and Other Human Resource Actions within six (6) months from date of the effectivity of said Rules. The rules provided herein shall be used as bases in the issuance of appointment and the attestation thereof should the agency fail to submit the revised Agency Merit and Selection Plan within the said period.”
Considering the above provision, agencies in Region 5 should have revised and submitted their revised Agency MSP to CSC RO V by February 17, 2018. While CSC RO V is still evaluating the revised Agency MSP, it should be underscored that the rules under the 2017 ORAOHRA are already effective and should be implemented by the agencies. Hence, agencies are not precluded from proceeding with their recruitment and promotion process even if their Agency MSP are still pending for approval.
